Citilink 2030 Transit Development Plan

The Citilink 2030 Transit Development Plan represents a combined report of both a Comprehensive Operations Analysis (COA) and a Transit Development Plan (TDP) for the Fort Wayne Public Transit Corporation, dba Citilink. The COA focuses on the current system characteristics and operations, while the TDP addresses opportunities for improvement over the 10-year planning horizon.

The plan was adopted by the Citilink Board of Directors at its February 14, 2020 meeting and while it is a principal planning document for the Citilink Board of Directors and staff, annual review and minor update is recommended to keep the document current.

Coordinated Transit Plan

As changes occur in the Fort Wayne-New Haven-Allen County Metropolitan Planning Area, the transportation system must be modified to respond to new and increasing travel demands. The Transportation Plan, often referred to as a Metropolitan Transportation Plan, is the culmination of a planning process that effectively responds to these changing needs. The Plan links the regional vision of how it wants to grow with financially realistic plans for a multi-modal transportation system, provides strategic direction for investment decisions that transition into the Transportation Improvement Program (TIP).

The Plan establishes short- and long-term transportation investment and policy agenda for the region. The process for developing the Transportation Plan provides an important opportunity to communicate the priorities, critical choices, and general directions for the region to a broad audience, including planning partners, other stakeholders, elected officials, and the public.

Final DBE Goals 2024-2026

The Fort Wayne Public Transportation Corporation (FWPTC)/dba Citilink receives assistance from the Federal Transportation Administration for capital equipment purchases/construction, capitalization of maintenance costs, and operating assistance.

Fort Wayne Public Transportation Corporation is part of the Indiana DBE Unified Certification Program. We periodically review the DBEs certified through this program. There are very few DBE vendors of services and supplies in the Fort Wayne, Indiana area. Potential DBE vendors we have identified are reluctant to complete the Net Worth Statement required by the certification process.

Our DBE goal is posted to our website in accordance with the current guidance. It is our intent to specifically inform our current contractors and any other groups necessary to inform them of our DBE goal along with obtaining updated information regarding available and/or eligible DBE’s. Eligible DBEs have and will be encouraged to become certified if they have not already done so. We will attempt to provide any help a vendor may need. Note that this DBE goal has also been reviewed and approved by the FWPTC board.

Public Bidding Opportunities

Citilink is procuring CITS to improve the public transportation services it provides to the community it serves. CITS shall be designed to provide an efficient, effective, reliable, flexible, and expandable bus fleet management system and traveler information system to meet the needs of the Citilink dispatchers, bus drivers, supervisors, management, and Citilink’s public ridership. The objectives of CITS are as follows:

• Provide a reliable tool to manage bus operations

• Improve service quality

• Improve delivery of transit information to the public

• Improve operational efficiency

Public Notices

Citilink has not substantially changed its fare policy or the price of fares in more than a decade. Several factors indicate that the time has come to modify both fare policy and the price of fares:

• Forecasted fiscal challenges require consideration of all sources of revenue
• The Genfare Odyssey farebox used on fixed route service is obsolete and no longer supported
• Maintenance costs for Genfare fareboxes are high and result in vehicle down time
• Automated fare validation will improve the customer experience and grow equity, and reduce potential disputes between drivers and customers over fares

In March 2024, the Board of Directors approved a contract with Token Transit to install new fare validators aboard all fixed-route buses, eventually replacing the farebox. This technology will make fare payments more convenient for customers and provide more reliable fare validation through automation.
