Passenger Bill of Rights
Our hope is that these rights will guide us to become the public transportation standard for advocacy, connectivity, and community partnership.
Safety
We want to make public transportation as safe as possible. That requires protecting every individual from danger or risk at every point in the Citilink riding experience.
Equity
We want to be active in our efforts to be respectful, impartial, and mindful of riders’ needs regardless of race, gender identity/expression, religion, sexual orientation, ethnicity, economic status, language spoken, or disability.
Accessibility
While we are proud of the progress made so far, we want to continue to be learners as we strive to make public transportation easy for everyone to access, especially those with disabilities.
Fairness
Every rider should be treated with respect, courtesy, and professionalism by all Citilink staff, and fares should be made as affordable as possible for transportation services.
Information
We will provide timely announcements of major intersections, transfer points, routes, and destinations and accurate details on routes, schedules, fares, programs/services, and mobility options.
Innovation
We want the Citilink experience to be first-class from beginning to end. That’s why we will always be proactive in our search to use new ideas and technologies that make us better.

We desire for all people to experience a safe, reliable, accessible, affordable, and courteous bus ride, as well as diligent investigation and timely resolution of concerns and complaints if they occur.
Regulations for Riding
To provide the safest and most comfortable experience for all passengers, the following are prohibited while riding the bus:
- Eating, drinking, or smoking
- Consumption of alcoholic beverages
- Profanity or loud or disruptive behavior
- Playing of any audio device without headphones
- Hazardous materials (gas cans, car batteries, etc.)
- Standing in front of the yellow or white standee line
- Littering, destroying or vandalizing any Citilink property
- Any other activity prohibited by law
Failure to respect any of these restrictions may result in removal from the bus.

Board members must be residents of the PTC taxing district and are appointed to four year terms by either the Mayor (3) or City Council (4) per the requirements of a Public Transportation Corporation as established by Indiana Code 36-9-4-15. The Citilink board is responsible for executive, fiscal and legislative policy of the corporation. Board positions are unpaid appointments.
2024 board meetings will be held at 5:30 PM in the Alan McMahan Room at the downtown location of the Allen County Public Library unless otherwise noted next to the meeting date. The room is located on the first floor of the library behind Reader’s Services. The 2024 board meeting dates are listed below but may change with board approval:

Board Committee meetings are held periodically as needed and announced a minimum of 48 hours prior. All Meetings are open to the public, except occasional Executive Sessions to discuss personnel or legal issues per Indiana Code 5-14-1.5 (Open Door Law).

The Public Speaker Request Form must be submitted to FAB@fwcitilink.com no later than 10:00 AM the day of the Board meeting if the individual wishes to speak at the meeting.
